Terry Sargeant - Chair

Terry Sargeant has been the Chair of the Clean Environment Commission since January 2004. Prior to that, he was the Chief Appeal Commissioner of the Workers Compensation Appeal Commission.

In 1996, following almost twenty years of government service, with the House of Commons and the governments of Manitoba, Yukon and British Columbia, Terry enrolled in the Faculty of Law at the University of Manitoba, graduating in 1999. Following a year of articling with the Public Interest Law Centre, he was called to the Manitoba Bar in June 2000.

In other activities, he serves on the boards of the Winnipeg Folk Festival, Border Crossings magazine, the Council of Canadian Administrative Tribunals and the Manitoba Council of Administrative Tribunals. Past service has included the boards of the University of Manitoba and the Manitoba Theatre Centre.


Kenneth Gibbons - Commissioner

Ken Gibbons is a retired Associate Professor from the Department of Politics at the University of Winnipeg. He has served as Chair of the University of Manitoba/University of Winnipeg Joint Masters Program in Public Administration and has been active on numerous committees at the University of Winnipeg including the Senate, the Curriculum Committee, the Environmental Studies Committee, the Research Ethics Committee and the Campus Sustainability Council. In addition, Ken served on the Steering Committee of the Manitoba Eco-Network from 1983-1988, and has been a member of policy advisory committees for the governments of Winnipeg and Manitoba.

Ian Halket - Commissioner

Ian Halket is a hydrologist with over thirty years of experience in water resources development and civil engineering works. Ian has a Ph. D. in Civil Engineering with an interest in water modelling. Ian teaches hydrology in the Civil Engineering Department at Red River College. He also consults on water resource projects in Canada and internationally, most recently on projects in Nevada and Argentina. Ian has served on the Commission for the last 10 years.

Judy E. Head - Commissioner

Judy E. Head is currently employed by the Opaskwayak Cree Nation and has expertise in policy development and implementation in relation to First Nations land management, taxation and comprehensive and specific land claims issues.

Ms. Head is employed as Senior Manager responsible for Lands, Membership, OCN Gaming Commission, Treaty Land Entitlement, Specific Claims, By-Laws, and related legal issues. Judy obtained a Bachelor of Arts (Honours) from the University of Saskatchewan in 1987 with a major in Native Studies.

 Brian Kaplan - Commissioner

Mr. Kaplan served with Manitoba Justice from his admission to the Bar in 1975 to his retirement in 2009, beginning as a Crown Attorney then serving as Deputy Director of Trials and concluding as Director of Regional Prosecutions and Legal Education. His responsibilities have included prosecutions, the supervision and  hiring of Crown Attorneys, coordinating matters with police,coordinating lectures and workshops with law students at Robson Hall, U. of M. and the organization of major Crown - Defence Conferences on the theme, "Achieving Justice in an Adversarial System".

Gerard Lecuyer - Commissioner

Gerard Lecuyer was employed as a teacher from 1960 to 1975, teaching Geography of Canada and the Southern Continents with the main focus on the environment. Gerard has also taught in Sierra Leone and in Algeria with the Canadian International Development Agency. Mr. Lecuyer was the Director of Special Projects within the French Branch of the Department of Education for 7 years. Mr. Lecuyer was elected as an MLA in 1981 and served as Minister of Environment and Workplace Safety and Health, and was also responsible for the Workers Compensation Board from 1983 to 1988.

Since 1988, Gerard has worked as a consultant for all levels of government and numerous organizations. His activities included a 3 year project for the government of the Yukon developing and implementing programs and projects. From 1990 to 1994 he was the Executive Director of the Francophone Parents Federation in Manitoba. Since April 2001, he has also served as the Chairperson of the Conservative Agreements Board.

Aurelie Mogan - Commissioner

Aurelie Mogan is an economist with 25 years experience in social and economic analysis and a strong interest in community development and the environment. She has worked for the past 15 years on agriculture issues and rural policy for the government of Canada, and has been involved in establishing research and project partnerships between all levels of government, and multiple sectors of the economy and society. Previous work experience includes community and small business development and women’s issues. Ms. Mogan is currently the Manager of Economic Analysis for Environmental Policy Research, Agriculture and Agri-food Canada. She has served on the boards and committees of a number of community organizations, sports associations, and journals.

Patricia MacKay - Commissioner

Patricia MacKay is a Senior Scholar in the Department of Entomology at the University of Manitoba. Her interests and expertise include entomology, pesticide toxicology and ecology. Dr. MacKay has been involved in a number of professional societies and environmentally related advisory committees.

Wayne Motheral - Commissioner

Wayne Motheral is a former president of the Association of Manitoba Municipalities. He holds a B.S.A. degree in Agriculture and worked in the soil testing lab at the University of Manitoba for 9 years. He was a councillor for 16 years with the Rural Municipality of Louise. He represented municipalities on several advisory groups to Manitoba Conservation. Wayne and his wife are now enjoying retirement in Morden, but he still helps his son with the farm in Snowflake.

Wayne Sato - Commissioner

Wayne Sato has been a member of the Manitoba Clean Environment Commission since 2000. Wayne is a partner with one of Winnipeg’s largest commercial real estate firms, specializing in office leasing. Mr. Sato has been an active advocate for Winnipeg’s downtown and is a past Chair of the Downtown Winnipeg “BIZ” which represents over 2,100 businesses. Wayne attended the University of Manitoba where he earned a Bachelor of Environmental Studies from the Faculty of Architecture.

Jim Shaw - Commissioner

Jim Shaw served as in-house counsel to Manitoba Public Insurance Corporation from 1977 to his retirement in 2008, appearing on numerous motions, pre-trial conferences, mediations and trials, as well as acting for MPIC in appeals before the Automobile Injury Compensation Appeal Commission. He also served as Director of the Legal Department and Internal Review Office during the last five years of his career, having responsibility for all aspects their day-to-day operations. Previously, he had been in private practice, handling wills and estates, civil and criminal litigation, real estate transactions and corporate/commercial matters.

Muriel Smith - Commissioner

 Muriel Smith served as the MLA for Osborne from 1981 to 1988 at the same time as being the Minister for Economic Development and Tourism, Community Services and Corrections, The Status of Women and finally for Labour & Housing. In 1990, she became an instructor at the Winnipeg Education Centre for social work and in 1998 an instructor at the University of Winnipeg in political science. Her expertise is complimented with over 60 years of volunteer work on various boards and commissions including the United Nations, Canadian Institute of International Affairs and the National Council of Women, to only name a few. She is still actively involved with local community volunteer programs. 

Ken Wait - Commissioner

Ken Wait has experience as a health safety and environmental protection professional and has worked with Manitoba Rolling Mills, Manitoba Hydro, Manitoba Labour, Manitoba Environment and Inco Ltd. in Thompson.

Edwin Yee - Commissioner

Edwin Yee is a retired environmental consultant with 30 years experience in regulatory management of toxic chemicals, hazardous waste and contaminated sites. Mr. Yee has participated in the development of national and international guidelines and standards for soil quality and petroleum hydrocarbons and provided guidance to the Abandoned Mines Advisory Committee. Edwin's areas of interest include the development of environmental legislation, regulations and guidelines, environmental risk assessment, site remediation, regulatory compliance audits and environmental licence applications.


Cathy Johnson - Secretary

Cathy Johnson is the Commission Secretary. Reporting to the Chairperson, the Commission Secretary is responsible for the overall operation of the Commission. Ms. Johnson served as Secretary since 2005 and has over 20 years of service with the former Department of Natural Resources. Ms. Johnson has a variety of experience with local, provincial, national and international conservation programs at the field and administrative level.

Joyce Mueller - Administrative Assistant

Joyce Mueller is the Administrative Assistant to the Commission. Joyce provides administrative support to the Clean Environment Commission and is usually the first point of contact for our clients. Joyce has over 35 years of experience with the provincial government in several administrative support positions.
