Louisiana Pacific Oriented Strandboard Plant Air Emission
On March 26, 2009 the Minister of Conservation requested the Clean Environment Commission conduct an investigation and provide advice and recommendations regarding a request from Louisiana Pacific to alter the operating license to allow increased emission limits and the permanent suspension of the operation of the dryer press regenerative thermal oxidizers (RTOs) at the Swan Valley Oriented Strandboard (OSB) Plant.

Panel Members
Edwin Yee (Commissioner)
Edwin Yee is a retired environmental consultant with 30 years experience in regulatory management of toxic chemicals, hazardous waste and contaminated sites. Mr. Yee has participated in the development of national and international guidelines and standards for soil quality and petroleum hydrocarbons and provided guidance to the Abandoned Mines Advisory Committee.
Kenneth Gibbons (Commissioner)
Ken Gibbons is a retired Associate Professor from the Department of Politics at the University of Winnipeg as well as having served as Chair of the University of Manitoba/University of Winnipeg Joint Masters Program in Public Administration from 1995 to 2004. He has been active on numerous committees at the University of Winnipeg such as the Senate, the Curriculum Committee, the Environmental Studies Committee, and the Research Ethics Committee. In addition, Ken served on the Steering Committee of the Manitoba Eco-Network from 1983 to 1988, and has been a member of policy advisory committees for the governments of Winnipeg and Manitoba.
Patricia MacKay (Commissioner)
Patricia MacKay is a Senior Scholar in the Department of Entomology at the University of Manitoba. Her interests and expertise include entomology, pesticide toxicology and ecology. Dr. MacKay has been involved in a number of professional societies and environmentally related advisory committees.
Ken Wait (Commissioner)
Ken Wait has experience as a health safety and environmental protection professional and has worked with Manitoba Rolling Mills, Manitoba Hydro, Manitoba Labour, Manitoba Environment and Inco Ltd. in Thompson.

Public Sessions
As instructed by the Minister of Conservation the Clean Environment Commission is hosting public meetings in the affected community. Public meetings will be held in Swan River at the following times and location.
The public meetings, called as part of the investigation, are only part of the information gathering process and are not the end of the investigation. Preparation leading up to the public meetings has taken many months and will continue after the meetings until the Panel is satisfied it has the necessary information to make an informed recommendation. At the public meetings the Panel expects that it will hear a summary of the company's proposal, public opinions, suggestions for reference materials, other studies or experts that may have more or specific information, topics or questions that the public wishes to be addressed and perhaps even expert testimony.
